California Signs Clean-Energy Letter of Intent With France in San Francisco

Friday, October 9, 2026 · California · GSM News

California Governor Gavin Newsom signed a letter of intent with French Minister for Ecological Transition Monique Barbut in San Francisco on October 9, committing the two sides to deeper cooperation on clean energy, climate resilience and environmental protection.

The agreement spans a wide range of areas: wildfire and extreme-heat response, clean energy and electric grids, clean transportation including high-speed rail, climate-smart agriculture, air quality, and greenhouse gas and waste issues. On the grid side, France's grid operator will work directly with its California counterparts.

California's effort will be coordinated by the California Environmental Protection Agency, led by Secretary Yana Garcia.

The governor's office also released the state's latest clean-energy numbers: since 2019, California has added more than 37,000 megawatts of utility-scale clean energy capacity and about 21,000 megawatts of battery storage; so far in 2026, the state has run on 100% clean electricity for part of the day on 279 days; and clean-energy jobs grew by more than 7,300 in 2024.

For Southern California readers, the takeaway is that state investment in clean energy and the grid is set to keep growing — a trend worth watching for local industries and jobs.
