Lt. Gov. Formally Opposes $67B NextEra-Dominion Merger in Virginia

Monday, October 12, 2026 · States · GSM News

NextEra Energy's proposed $67 billion acquisition of Dominion Energy, Virginia's largest electric utility, is meeting growing resistance in the state. Lt. Gov. Ghazala Hashmi, after completing a five-city "energy cost listening tour" covering Loudoun County, Norfolk, Richmond, Charlottesville, and Roanoke, formally announced opposition to the merger in early October and released a 69-page report arguing the deal lacks adequate ratepayer protections — the first statewide elected official to formally oppose it.

Gov. Abigail Spanberger is also deeply skeptical and has formally intervened in the State Corporation Commission (SCC) regulatory review, demanding bill relief, job security for Dominion's roughly 10,000 in-state employees, and clean-energy development. New concerns raised by Virginia officials and residents on Oct. 10 focused on surging data-center power demand and rising rates. The companies sweetened concessions, extending the $10-per-month residential bill credit to four years (about $2.2 billion total) and pledging to retain the existing workforce for five years.

If approved, the deal would create one of the world's largest regulated utilities, serving 2.7 million Virginia customers. The SCC's evidentiary hearing begins Nov. 17, with a decision deadline of Jan. 11, 2027. Analysts say regulatory approval remains the deal's biggest uncertainty.
