San Diego Releases Midway Rising Details: 4,250 Homes Planned for 48.5-Acre Sports Arena Site; Committee Review Set for Oct. 16

San Diego is a city in San Diego County, California. The City of San Diego on Oct. 12 released proposed agreements and new details for the redevelopment of the Sports Arena site, a 48.5-acre city-owned property at 3220, 3240, 3250 and 3500 Sports Arena Boulevard, currently home to Pechanga Arena and its parking lots. The Disposition and Development Agreement (DDA) between the City and master developer Midway Rising, LLC, together with a Resolution of Intent to form an Enhanced Infrastructure Financing District (EIFD), will go before the City Council's Land Use and Housing Committee on Friday, Oct. 16, and, if advanced, to the full City Council in November.

Under the proposal, Midway Rising would transform the site into a walkable mixed-use neighborhood with 4,250 homes, including at least 2,000 affordable homes at an average affordability not exceeding 60% of Area Median Income, with at least 200 permanent supportive housing units, plus about 2,250 market-rate apartments. Plans also call for a modern 16,000-seat entertainment center replacing the current 12,000-seat Pechanga Arena — the old arena would not be demolished until the new center is built and open — along with 14.5 acres of parks and public spaces, a 130,000-square-foot retail and restaurant entertainment district, and on- and off-site infrastructure including roadways, bike paths and transit facilities. Construction is estimated to exceed $4.2 billion; the roughly $460 million in public amenities would be fronted by the developer at no upfront cost to the City, under a framework of leases and agreements spanning an 85-year term with long-term City oversight and milestones.

Mayor Todd Gloria said San Diegans have waited decades for the site to reach its full potential and that, if approved, Midway Rising would become the largest affordable housing project in California history. Economic Development Director Christina Bibler said the project would create thousands of jobs, generate substantial new local revenue and revitalize city-owned land that has seen no major investment since the 1960s. The development team — Chelsea Investment Corporation, Legends, Zephyr and The Kroenke Group — has held more than 70 outreach events and workshops across every Council District, and offered the highest number of affordable units among the five proposers.
