Glendale Adopts First-Ever Mural Ordinance, Taking Effect This October

Wednesday, October 14, 2026 · California · GSM News

The City of Glendale announced in an October 13 press release that its first-ever Mural Ordinance has been adopted and will take effect in October 2026. The ordinance, more than five years in the making, establishes the city's first unified permitting and management rules for murals.

The new rules update Glendale's mural design review standards and set out procedures for the installation, maintenance and de-installation of murals on existing public and private structures. The city has also launched an online Mural Permit Application through the Glendale Permits Portal to expedite review and approval. In a separate resolution adopted September 29, the City Council directed that the first 100 qualifying mural applications be charged the Mural Design Review Fee for small commercial businesses and nonprofit organizations, regardless of the applicant's business size, to encourage more murals across the city.

"Public art has the power to transform spaces, tell our community's stories and create a stronger sense of place," said Lessa Kanani'opua Pelayo-Lozada, director of Glendale Library, Arts & Culture, in the release. "This ordinance provides the clarity and structure needed to support murals while preserving the creativity and artistic expression that make them meaningful." City officials said the requirements are intended to give applicants greater clarity while supporting artistic expression and the expansion of public art.
