Ground Broken on 60-Unit Senior Apartments in Covina Backed by More Than $137 Million in State Funds

Construction has begun on a senior apartment community at 233 N. 2nd Avenue in Covina, Los Angeles County. According to an October 14 announcement from the California Department of General Services (DGS), the six-story project will provide 60 homes for residents 62 and older, including 15 homes designed specifically for residents who are blind or have low vision.
The California Department of Housing and Community Development (HCD) is investing nearly $36.8 million through the federal CDBG-DR program and $101 million through its Multifamily Housing Super NOFA — including $14.8 million from a set-aside for Los Angeles-area disaster recovery. The developers are Laing Companies and Community HousingWorks.
The project is part of the framework created by the governor's Executive Order N-06-19, which directs the state to convert underused state-owned land into affordable housing. DGS Director Jason Kenney said the state is leading by example with its own assets, and HCD Director Gustavo Velasquez said the project shows what happens when the state works with local partners and developers to turn unused land into homes.
