Follow-Up: Russia Strikes Kyiv Three Days Running, Hitting Energy Sites and Apartment Blocks

KYIV — Russian forces struck the Ukrainian capital Kyiv in three waves from October 12 to 14, with missiles hitting apartment buildings and energy infrastructure. Kyiv Mayor Vitali Klitschko and the city's military administration released casualty figures after each wave.

GSM reported on October 12 that Ukrainian President Volodymyr Zelenskyy had accused Russia of violating the "energy ceasefire" announced by U.S. President Donald Trump, after a thermal power plant in Kharkiv was hit and the European Union approved new sanctions on Russia (Follow-Up: Zelenskiy Accuses Russia of Violating Trump's Energy Ceasefire After Kharkiv Plant Strike; EU Approves New Sanctions). Over the following three days, the focus of the strikes shifted to Kyiv.

In the first wave, on October 12, a Russian missile struck a 25-storey residential building in a Kyiv suburb, killing one person and injuring 11, with part of the building catching fire.

In the second wave, on the evening of October 13, Russian ballistic missiles attacked Kyiv's energy infrastructure, focusing on the No. 4 thermal power plant; one missile hit a high-rise residential building, killing one person.

In the third wave, in the early hours of October 14, Russian forces again struck Kyiv's energy facilities. Klitschko said the attack killed one person and injured one more, and that Ukrainian air defenses engaged the incoming missiles; Reuters witnesses reported hearing multiple explosions in Kyiv overnight.

Zelenskyy said on October 13 that Western partners had not, this time, given Ukraine the advance warning of strikes they usually provide. He said Russia does not consider itself bound by the "energy ceasefire" announced by the U.S. president, and that Russia is preparing further ballistic missile launches. Separately, Russian officials said Ukrainian drones attacked Balakovo, a town on the Volga River, where the regional governor said one person was killed and houses were damaged.
