More Than 465 Orange County Workers Launch Unfair Labor Practice Strike, Teamsters Local 952 Says

SANTA ANA — A contract dispute between Orange County and its public-sector workforce escalated into a strike this week. According to a Teamsters Local 952 statement distributed by PR Newswire and reporting by MyNewsLA, more than 465 county workers launched an unfair labor practice (ULP) strike on October 13, saying the county had failed to offer a fair contract. Striking members held a press conference the same day as the Board of Supervisors met.
Local 952 Secretary-Treasurer Eric Jimenez said the union had faced months of delays. The union said it asked to begin bargaining as early as December 2025, began submitting proposals in March, and alleged the county did not move meaningfully until August. It said it has filed an unfair labor practice charge alleging bad-faith bargaining, and that the county's refusal of retroactive pay would leave workers with unrecoverable wage losses. The union also noted the Board of Supervisors had voted to raise its own members' salaries by 25 percent, an increase of about $49,000 per supervisor to more than $244,000 a year.
The striking members work in OC Public Works, OC Waste and Recycling, OC Community Resources and other county operations. The union said the strike is expected to delay road and flood-channel maintenance, landfill operations, parks and beach maintenance, and repairs to county and first-responder vehicles, among other services used by more than three million county residents. Local 952 represents about 9,500 workers across Orange County.
MyNewsLA reported a union spokesperson saying the Board had told the union it would have a proposal after meeting in closed session on Tuesday. The county's earlier statement did not address the union's allegations on the pace of bargaining or retroactive pay, and no duration for the strike was announced.
