Temecula Valley School Board Fails to Muster Quorum; Oct. 13 Meeting Canceled, Censure Votes and Teacher Bargaining Put Off

Temecula is a city in Riverside County, California. The Temecula Valley Unified School District posted a notice on its website stating that its regular board meeting scheduled for Tuesday, October 13, at the district conference center at 31350 Rancho Vista Road in Temecula was canceled because the board was unable to establish a quorum. The governing board has five members.

EdSource, citing reporting by The Press-Enterprise, said the meeting agenda carried three censure motions filed by board members against one another: Board President Joseph Komrosky proposed censuring Emil Barham; Steven Schwartz proposed censuring board clerk Melinda Anderson; and Barham proposed censuring Jen Wiersma. Schwartz also placed a resolution on the agenda that would have demanded the immediate resignations of Anderson and Wiersma. With the meeting canceled, none of the motions or the resolution came to a vote.

The motion against Anderson centers on allegations that she placed an unknown object under the desks of two other board members at an earlier meeting; the motion submitted by Schwartz cites allegations of intentional electronic eavesdropping on or recording of confidential communications, and the newspaper reported that police are investigating. Barham's motion accused Wiersma of watching the device being placed and doing nothing, pointing to security video footage. The allegations have not been substantiated, and no public responses from the members involved had been reported.

The cancellation also affected labor business. Drew Williams, a member of the Temecula Valley Educators Association, told the newspaper the union had expected to begin long-awaited bargaining in connection with the meeting and that those talks are now delayed by a month. The district's published calendar lists the board's next regular meeting on November 17.
