Denver Mayor Johnston Backs Moratorium on New Data Centers While City Writes Land, Energy and Water Rules

Denver is a city in Denver County, Colorado (a consolidated city-county). The Denver Post and other outlets reported that Mayor Mike Johnston's office has announced Denver is considering a temporary halt on new data center projects so officials can review the city's regulations for the sites.
The review could result in new data center-specific regulations and zoning focused on 'responsible land, energy and water use,' along with affordability for utility ratepayers, according to the mayor's news release. 'Data centers power the technology we depend upon and strengthen our economy,' Johnston said. 'But as this industry evolves, so must our policies. This pause allows us to put clear and consistent guardrails in place while protecting our most precious resources and preserving our quality of life.'
The moratorium, intended to last 'several months,' would take effect only if a majority of the City Council first approves an ordinance. Council members Paul Kashmann and Darrell Watson were quoted in the release as generally supportive, with Watson planning to introduce the proposal; Kashmann noted there is still distance between his view and the mayor's, and said he looks forward to working with the administration, the community and industry voices.
