San Francisco Mayor Lurie Signs 45-Day Data Center Moratorium to Study Power and Water Impacts

Saturday, October 17, 2026 · City · GSM News

San Francisco is a city in San Francisco County, California (a consolidated city-county). Multiple outlets reported on October 16 that San Francisco Mayor Daniel Lurie on Friday signed a 45-day citywide moratorium on data center development, directing the Planning Department to assess the effects of data centers on electricity costs, water resources and surrounding communities and to develop regulatory controls.

The Board of Supervisors unanimously approved the measure, introduced by Supervisor Shamann Walton, last week. Lurie said San Francisco is the national leader in innovation and that innovation is an important driver of the city's recovery, adding that the city would spend the next 45 days developing a framework that supports the technology infrastructure hospitals, office buildings, academic institutions and government rely on while prioritizing community needs, keeping electricity rates low and protecting clean water and air.

Data Center Map says San Francisco has at least six data centers, including two in Bayview-Hunters Point. Walton has argued the city's zoning rules lack a clear definition of data centers.
