Tampa Council Approves $80 Million Rays Ballpark Bond Resolution 4-3 After Remote Vote

Tampa is a city in Hillsborough County, Florida. The Tampa City Council voted 4-3 on Thursday, October 15, to begin a bond-validation proceeding asking the circuit court to rule on the city's legal authority to issue up to $80 million in bonds for the Tampa Bay Rays' new ballpark, multiple outlets reported on October 16.
A first vote ended in a 3-3 tie with Councilmember Bill Carlson, the swing vote, absent sick, sparking confusion as members scrambled to set a special meeting to reconsider. Minutes later, Carlson joined the meeting virtually and cast the deciding vote. The validation step does not authorize borrowing; it preserves the option to issue bonds backed by legally available non-ad valorem revenues. Tampa's $80 million share is payable in four $20 million installments through 2029, with the first due in January, and city financial officials warned a 30-year bond could raise total payments to roughly $150-$160 million.
The overall ballpark deal is valued at about $2.3 billion, with the Rays aiming to open by 2029 and saying construction will not begin until public funding sources are approved. The council set an October 29 special meeting for a binding vote on the community benefits agreement, and Hillsborough County commissioners are scheduled to vote November 10 on the county's planned $796 million share. Mayor Jane Castor said she expects groundbreaking within the next month.
