District Launches Multifamily EV Charging Assistance Program Funded by Volkswagen Settlement

Saturday, October 17, 2026 · City · GSM News

The District of Columbia's Department of Energy and Environment (DOEE) has launched a Multifamily Electric Vehicle Charging Assistance Program, according to a release on October 16. The program, funded with $1,000,500 from the Volkswagen Settlement Fund, is designed to expand charging access where residents of multifamily buildings live.

Mayor Muriel Bowser tasked DOEE with managing the District's $8.125 million in Volkswagen mitigation funds for projects that reduce criteria air pollutants and greenhouse gas emissions, including EV charging infrastructure. Eligible participants include site hosts within a quarter-mile of a multifamily building, such as schools, faith-based organizations, libraries and retail locations, as well as EV charging companies authorized to install curbside charging.

'By expanding EV charging access where residents live, we are taking a major step toward clean transportation equity in the District,' said DOEE Director Richard Jackson, noting that multifamily households often face structural, technical and financial barriers to the home charging that single-family residents have long enjoyed.
