Lake Elsinore — Lake Elsinore is a city in Riverside County, California. Public scoping has opened for the Interstate 15/Nichols Road interchange project in Lake Elsinore, proposed by the city in cooperation with Caltrans District 8, according to Caltrans. The scoping period for the environmental impact report runs from October 13 to November 12, 2026, and a public scoping meeting is planned for October 28. Caltrans is the lead agency and will prepare the EIR.

The project spans I-15 from post mile 22.8, half a mile north of Central Avenue, to post mile 24.5, 2.2 miles south of Lake Street. It would widen the Nichols Road overcrossing and ramps to improve storage capacity and bring shoulder widths to standard, add a northbound auxiliary lane, and add complete-streets elements including sidewalks, crosswalks, ADA-compliant curb ramps and bicycle lanes, along with upgraded intersection traffic control devices.

The project also includes realigning Nichols Road and building a new bridge over Temescal Creek west of the interchange, with associated improvements on portions of Collier Avenue. The Notice of Preparation is available on the CEQAnet website.
