Perris Union High Voters to Decide $187M Measure AA Bond on Nov. 3, Taxed at $20 per $100,000

Perris — Perris is a city in Riverside County, California. Voters in the Perris Union High School District will decide Measure AA on November 3, a proposed $187 million school-improvement bond to repair aging facilities and add classrooms to relieve crowding. EdSource reported that the district board voted 5-0 on July 7 to place the bond on the November ballot; according to district materials, the tax rate would be about $20 per $100,000 of assessed value, and the measure requires 55 percent approval under California's Proposition 39 framework.
The district says conditions vary widely across its campuses: 35 classrooms had leaky roofs last year alone, and Liberty High School in Menifee, opened in 2021, is already at maximum capacity. Bond proceeds would repair aging buildings and infrastructure, build new schools and classrooms, provide career and technical education facilities — including construction, welding, auto mechanics and skilled trades — and classrooms for math, science, engineering and technology, remove hazardous materials and bolster safety and security systems. District schools include Perris High School, Heritage High School, Perris Lake High School and the California Military Institute.
Under the district's bond program guide, the $187 million would be issued in four series between 2027 and 2035, with a project list, a citizens' oversight committee and public disclosure of spending; all funds would stay local for district students. Eligibility follows school-district boundaries, which do not match Perris city limits, so registered voters living within the Perris Union High School District decide the measure.
