Update: First Norte Fire Evacuation Orders Lifted — San Clemente Zone SCL13 and San Juan Zone SJC10-B Cleared for Return

Saturday, October 17, 2026 · California · GSM News

ORANGE COUNTY — CAL FIRE updated its Norte Fire incident page at midday on October 17: at 12:10 p.m., the San Juan Capistrano evacuation zone SJC10 was split into zones SJC10-A and SJC10-B, and at 12:18 p.m. the evacuation orders for zone SJC10-B and for San Clemente zone SCL13 were lifted, clearing residents of those two zones to return home. It is the first lifting of evacuation orders since the fire ignited on October 16 and roughly 16,000 residents were ordered to leave. CAL FIRE said all other evacuation orders remain in effect, and the areas still under orders remain threatened due to an active fire line, windy conditions, and a heat advisory in effect.

According to the synchronized update on Orange County's official evacuation map, the lifted SJC10-B zone is limited to the Stallion Ridge community, San Juan Hills High School, and the landfill off La Pata; zone SJC10-A remains under an evacuation order, and returning residents were asked to use caution, as emergency personnel may still be operating nearby. The zones still under evacuation orders are SCL12 in San Clemente and SJC04, SJC05 and SJC10-A in San Juan Capistrano. Evacuation shelters remain open at the Boys and Girls Club, 1 Via Positiva, and the San Juan Capistrano Community Center, 25925 Camino del Avion, in San Juan Capistrano, and at the San Clemente Community Center, 100 Calle Seville, in San Clemente.

The fire itself is unchanged: in its 8:07 a.m. update on October 17, CAL FIRE reported the fire at 570 acres with 5% containment, six homes damaged or destroyed, and the cause still under investigation. The fire ignited at 11:33 a.m. on October 16 near Portico Del Norte and Eminencia Del Norte in San Clemente, under the jurisdiction of the Orange County Fire Authority, and grew to 570 acres the same day under Santa Ana winds; California has secured a federal Fire Management Assistance Grant from FEMA for the response.
