LA Councilmember Jurado Moves for Multilingual Campaign on Ban on Live Animal Sales in Public Places

Los Angeles Councilmember Ysabel Jurado introduced a motion on Friday, October 16, directing the city's Department of Animal Services to report on strengthening public awareness of Los Angeles rules governing live animal sales.
Since 2011, the city's municipal code has included provisions restricting the purchase, sale or bartering of live animals in public places. Jurado's motion asks the department to study a multilingual notification and posting campaign, including signs in public rights-of-way, with priority locations drawn from complaint and citation data. It also asks the department to seek input from the Los Angeles Police Department and the MyLA311 hotline, evaluate adding a QR-code reporting channel and shelter and adoption information to outreach materials, and report on costs, staffing and a timeline.
"Protecting animals requires both clear information and the staff to respond," Jurado said in a statement. A separate motion by Jurado, already under consideration, seeks funding in the fiscal 2027-28 budget for an additional animal control officer and an analyst position for the Skid Row area.
