Miami Weighs Earlier Finance Committee Review of Bond Deals Ahead of $450 Million Vote

Sunday, October 18, 2026 · City · GSM News

MIAMI — Miami is a city in Miami-Dade County, Florida. During an October 8 meeting, Miami commissioners discussed amending the city code to require the Finance and Audit Committee to review major debt proposals before they reach the City Commission. Commissioners supported the change, but raised concerns about the advisory committee's ability to provide timely financial oversight amid staffing limitations, quorum difficulties and canceled meetings.

The discussion comes as a $450 million general obligation bond, branded 'Safe and Ready Miami,' heads to voters on November 3, three weeks later. The measure would authorize borrowing to replace and upgrade police, fire-rescue and other public safety facilities; the commission advanced the referendum in July. The borrowing is estimated to cost about $795 million to repay, including principal, interest and issuance costs.

Commissioner Damian Pardo said an earlier committee review could have given commissioners a more detailed financial assessment before they considered the bond proposal: 'Had the $450 million bond gone to the Finance and Audit Committee before coming to us, we would have received a very detailed opinion from the committee that we could have used as part of our deliberations.' City Attorney George Wysong said current city code does not require referendum proposals to go through the committee before an election; under past practice, the committee generally reviews bond proposals after voters authorize the borrowing and before the city issues the bonds. No final decision on the code change has been made.
