Southeast Raleigh Affordable Housing Advances: 25 Rental Homes on City Lots With $3.3 Million in City Gap Financing

RALEIGH — Raleigh is a city in Wake County, North Carolina. North Carolina Governor Josh Stein visited a newly constructed home in Southeast Raleigh, part of the 'Promise of Home' affordable housing initiative developed by the nonprofit Southeast Raleigh Promise in partnership with the City of Raleigh. The project will build 25 new affordable rental homes in total; the first is a three-bedroom house just blocks from Shaw University.
Yvette Holmes, CEO of Southeast Raleigh Promise, said three homes are complete and 22 more are being built in phases, with the full project expected to be finished by the summer of 2027. The homes are being built across nine city-owned lots, with the Raleigh City Council leveraging public land and approving $3.3 million in gap financing. The remaining parcels will hold two homes each, and in some cases an accessory dwelling unit will be added. Holmes said the approach — homes designed to fit within existing neighborhoods, making full use of smaller parcels — shows what 'missing middle housing' looks like in practice.
Stein said stable housing provides a foundation for economic opportunity, but too many people of varying incomes are struggling to find housing they can afford. Studies project North Carolina will be 750,000 homes short through 2029, with a supply gap of about 110,000 units in Wake County. For longtime Southeast Raleigh residents, a lack of affordable housing and the threat of gentrification are growing concerns the project seeks to address.
