Mayor Muriel Bowser Advances Housing Investment Protection Act as Multi-Ward Package Promises 1,200-Plus Homes

Monday, October 19, 2026 · City · GSM News

WASHINGTON — Mayor Muriel Bowser has sent the Housing Investment Protection Act (HIPA) to the Council of the District of Columbia, alongside a multi-ward housing package expected to deliver more than 1,200 new homes, over 700 of them designated as long-term affordable housing.

Building on the RENTAL Act of 2025, HIPA would modernize landlord-tenant court proceedings by setting a target 60-day hearing timeline for residential disputes and clearing procedural backlogs. It also addresses technical ambiguities in the Tenant Opportunity to Purchase Act (TOPA) and clarifies the Metropolitan Police Department's authority regarding unauthorized occupancy. District housing officials say clear judicial timelines safeguard legitimate tenant protections while helping rental owners access maintenance capital.

On the development side, the package leverages the Housing Production Trust Fund alongside private capital across several wards, including Ward 3's Chevy Chase corridor and the Poplar Point area of Ward 7 and Ward 8. District planners say the projects are aimed at multi-generational families and public servants such as teachers and first responders who need stable housing near downtown employment hubs.

The Council's Committee on Housing has held hearings and a roundtable on HIPA and enforcement of the RENTAL Act, with tenant advocates and property managers debating streamlined remedies for housing code violations, faster heating and cooling repairs and greater transparency on property ownership.
