Portland Holds Hearing on Climate and Health Standards for Existing Buildings

Tuesday, October 20, 2026 · City · GSM News

Portland is a city in Multnomah County, Oregon. The Portland City Council's Housing and Permitting Committee held a public hearing at 2:00 p.m. today, October 20, on the proposed Climate and Health Standards for Existing Buildings, in Council Chambers at City Hall, 1221 SW Fourth Avenue, in Portland, Oregon. The hybrid meeting was carried on the city's YouTube channel, the Open Signal website and Xfinity channels 30 and 330, with 150 minutes scheduled for the item.

The proposed policy would cover large buildings over 20,000 square feet, requiring emissions reductions while increasing health standards, transparency and protections for renters. According to the environmental group 350PDX, buildings account for nearly half of Portland's greenhouse gas emissions, making the policy a key step in the city's climate action; the proposal was drafted by Councilor Candace Avalos and her team following community engagement.

If adopted, it would be Portland's first mandatory climate and health standard for existing large buildings, affecting thousands of commercial and large residential buildings across the city. (GSM, via the City of Portland agenda and 350PDX)
