San Bernardino County Board Unanimously Backs Legacy Village Housing Project, Conditionally Commits $28 Million

Tuesday, October 20, 2026 · California · GSM News

The Board of Supervisors of San Bernardino County, California, voted unanimously on October 20 to adopt a resolution supporting the San Bernardino Community College District's Legacy Village housing project, and conditionally committed $28 million from the Foster Youth Campus Reserve toward its development.

Led by the college district, Legacy Village is planned to include 88 affordable housing units to be built by Jamboree Housing Corporation, 180 workforce housing units and 461 student housing beds to be developed by The Annex Group, LLC, plus about 9,100 square feet of flexible-use and food-service space and about 9,280 square feet of conference and community meeting space. The project may also serve transitional-age former foster youth.

Board Chairman and Third District Supervisor Dawn Rowe said expanding access to affordable housing for transitional-age youth is an important step in supporting their stability, independence and long-term success. Vice Chair and Fifth District Supervisor Joe Baca, Jr. said Legacy Village will connect residents with education, workforce opportunities and support services. SBCCD Chancellor Diana Z. Rodriguez said having a stable place to live can make the difference between putting college on hold and earning a degree that changes a family's future.

The county said the resolution and conditional commitment are meant to facilitate project planning, funding pursuits and coordination of the planned housing and services. Adoption of the resolution does not guarantee funding; any financial agreement related to Legacy Village will be presented to the board for approval at a future meeting.
