Orange County: One PCH Lane Closed Near Crystal Cove After Bluff Cracks; Caltrans Starts Emergency Stabilization

Wednesday, October 21, 2026 · California · GSM News

Near Laguna Beach in Orange County, California, Board of Supervisors Vice Chair Katrina Foley (District 5) said in an October 20 statement that powerful surf and coastal erosion have caused large cracks in the bluff near Crystal Cove State Park, and Caltrans has closed one southbound lane of Pacific Coast Highway between Irvine Cove and Reef Point Drive. On October 19, Caltrans filed an emergency Notice of Exemption for the Crystal Cove Coastal Access Preservation Project, covering temporary slope and roadway stabilization and wave-energy dispersing devices. The emergency work follows Governor Newsom's September 21 emergency proclamation on Southern California coastal erosion. "Our coastal communities cannot afford to wait," Foley said. "We need more sand replenishment and long-term solutions." Drivers are urged to slow down and allow extra travel time through the area.
