In Portland, a city in Multnomah County, Oregon, the Portland Bureau of Transportation is taking public comment on a second round of updates to administrative rule TRN-10.19, governing utility permits in the public right-of-way. Comments are due by 5 p.m.

on November 20, 2026, to [email protected]; the rules take effect January 1, 2027. A virtual hearing on November 4 from 9 to 10 a.m.

will be held only if requested by October 28. The revisions refine siting standards for electric vehicle charging stations and rewrite the emergency work chapter, covering definitions, notification, application deadlines, completion documents and restoration duties.
