Quincy Council Votes 8-1 to Urge End of Flock License Plate Cameras; Chinese American Councilor Susan Yuan Leads Measure

Wednesday, October 21, 2026 · City · GSM News

In Quincy, a city in Norfolk County, Massachusetts, the Quincy City Council voted 8 to 1 on October 19 to adopt a non-binding resolution urging Mayor Tom Koch to immediately remove or deactivate the city's 50 automated license plate readers and end its contract with Flock Safety, in place since 2020. At-large Councilor Ziqiang Susan Yuan, a Chinese American member of the council, led the measure; a companion surveillance technology ordinance was sent to the ordinance committee.

"Who wants to be watched all the time?" Yuan said. Councilor Noel DiBona cast the only no vote.

Police Chief Mark Kennedy said he was disappointed; the mayor's office has not committed to acting on the resolution. Quincy is a city in Norfolk County, Massachusetts, in the Boston metropolitan area.
