San Diego County Opens Affordable Housing Funding Round: Multifamily Applications Due November 19, Awards Expected March 2027

Wednesday, October 21, 2026 · City · GSM News

San Diego County, California, has opened a new round of affordable housing funding. A Notice of Funding Availability (NOFA 2026-03) issued by Housing and Community Development Services (HCDS), part of the County of San Diego Health and Human Services Agency, makes funds available for the acquisition, construction, and rehabilitation of multi-family affordable housing. Completed applications are due by 2:00 p.m. Pacific Standard Time on November 19, 2026, with awards expected in March 2027.

The county says the funding is intended for eligible organizations, agencies, and development partners, and is not a direct assistance program for individual housing support; residents seeking housing resources are directed to the county's Housing Directory. Under the NOFA documents, funded projects must serve extremely low-income households (30% of Area Median Income), very low-income households (50%), and low-income households (80%), with financing drawn from funding sources administered by HCDS.

The NOFA was released on October 1, 2026, and the county held a virtual Industry Day on October 15 to answer questions. Applicants needing technical assistance can contact staff at [email protected].

The same county page lists a second open funding window: applications for Fiscal Year 2027-28 Community Development Block Grant (CDBG) funding run from September 21 to October 30, 2026, with proposals due by 3:00 p.m. on October 30, supporting public facilities, infrastructure, public services, and economic development benefiting low- and moderate-income residents in unincorporated areas.
