Follow-Up: Oslo Talks Align on a Ukraine Peace Framework: Zelenskyy Says U.S. Missile Warnings Are Flowing Again as Witkoff Heads to Russia to Meet Putin on Wednesday

OSLO — Ukrainian President Volodymyr Zelenskyy met U.S. special envoy Steve Witkoff and European leaders in the Norwegian capital on Tuesday. A U.S. official said the parties made 'meaningful progress' on key elements of a comprehensive peace framework covering security guarantees for Ukraine, a post-war economic plan and a broader European security architecture, with Ukraine bringing forward new ideas and proposals that were discussed in detail.
The talks were hosted by Norwegian Prime Minister Jonas Gahr Støre and joined by Finnish President Alexander Stubb, European and NATO representatives, and, by video link, U.S. envoy Jared Kushner. Zelenskyy said he had spoken by phone with U.S. Secretary of State Marco Rubio on the train to Oslo early Tuesday, discussing Patriot missile interceptors, the Starlink satellite system and early-warning intelligence on Russian missile attacks. He said Ukraine was again receiving advance warnings of Russian strikes: 'Now it works, it's great.' Kyiv had previously complained that Washington was withholding vital military support and intelligence.
Zelenskyy said the parties had clear ideas on how to reach peace, including a proposal to move to a trilateral leaders' meeting among himself, President Donald Trump and Russian President Vladimir Putin to address issues only leaders can settle, and that Witkoff would present Russia with proposals for security guarantees for Ukraine based on NATO's Article 5 collective-defence clause. Stubb said 'genuine progress' had been made on security and economic elements, while cautioning that patience was needed. Trump said again on Tuesday that it was 'time' for Ukraine to end the more than four-year war.
Witkoff is due to travel to Russia on Wednesday to meet Putin and present a document setting out the Oslo proposals, aiming to create a pathway toward direct trilateral and broader multilateral negotiations. Russian Foreign Minister Sergei Lavrov said the Kremlin would listen to what Witkoff brings but ruled out 'any political concessions'. Fighting continued in the meantime: Ukrainian officials said Russian attacks on Tuesday killed at least 10 people, four of them in Kyiv and the surrounding region, four in Donetsk and two in Dnipro, according to BBC reporting.
