Boston Weighs Congestion Pricing for Transit Funding: Mayor Wu Says City Has Contacted New York

Thursday, October 22, 2026 · City · GSM News

BOSTON, Massachusetts — Mayor Michelle Wu of Boston, in Suffolk County, Massachusetts, told the MBTA Advisory Board that city teams have been in contact with New York City to learn how its congestion pricing system works. New York's program charges vehicles entering a defined zone and, according to the MTA, produced more than $550 million in net revenue and an 11 percent drop in entries in its first year.

Wu said Boston is treating congestion pricing as one of several funding options for transit but has not proposed any specific tolls or legislation; any such move would require state approval and face public debate. In the meantime, the city is advancing local service changes, calling its fare-free bus pilot transformational and planning five free Link Bus routes supported by $11.5 million in federal Congestion Relief funds.
