Newsom Announces New Clemency Actions: 27 Pardons and 30 Commutations

Thursday, October 22, 2026 · California · GSM News

California Governor Gavin Newsom granted 27 pardons and 30 commutations on Oct. 22, the Governor's Office announced.

A pardon acknowledges a grantee's rehabilitation after a conviction and successful reintegration into the community, and may remove barriers to employment and public service and restore civic rights, the office said. A commutation recognizes an incarcerated person's post-conviction rehabilitation and modifies the sentence so the person can go before the Board of Parole Hearings at an earlier date; parole commissioners weigh input from crime victims, survivors and district attorneys in deciding whether the person can safely be released into the community on parole.

With the latest actions, Newsom has granted a total of 303 pardons, 199 commutations and 45 reprieves while in office, according to the Governor's Office. The office said the Governor weighs factors including an applicant's self-development since the offense, whether a grant is consistent with public safety, and the impact of a grant on the community, including crime victims and survivors.
