Culver City Council Approves Community Workforce Agreement: Uniform Terms for City Construction, Local-Hire Goals

The City Council of Culver City, in Los Angeles County, California, has unanimously approved a Community Workforce Agreement (CWA) with the Los Angeles and Orange Counties Building and Construction Trades Council, establishing uniform workforce terms for covered city construction projects and supporting local hiring and workforce development.
The agreement applies to multi-trade construction contracts of $750,000 or more and prime specialty contracts of $150,000 or more. Its provisions include local and regional hiring targets, opportunities for veterans, disadvantaged workers and residents who have historically faced barriers to employment, registered apprenticeship pathways, and no-strike and no-lockout commitments with a defined dispute-resolution process. The agreement does not limit city contracts to union contractors; union and nonunion contractors may compete through the city's normal bidding process, provided the successful contractor complies with the CWA on covered projects.
"The Community Workforce Agreement is a great opportunity for Culver City to ensure that we are investing public dollars in our community and the people who build it," said Mayor Freddy Puza, citing the agreement's emphasis on local hiring and pathways for veterans, disadvantaged workers and people who have historically faced barriers to employment. The city said the agreement connects its public infrastructure investment with workforce development and a pipeline of trained construction workers.
