Portland Debates Fair Share Tax Proposal Cutting Taxes for 18,000 Small Businesses While Raising Pay-Ratio Surtax

PORTLAND, Oregon — The Portland City Council is debating a Fair Share Tax proposal that would cut taxes for about 18,000 small businesses while raising the existing Pay Ratio Surtax on companies with very large gaps between executive and worker pay in Multnomah County. Sponsors project the package would raise about $72 million a year.
The proposal was introduced in the council's committee of the whole on October 8 and debated further on October 15. Sponsors include Council President Jamie Dunphy and Councilors Mitch Green, Angelita Morillo, Sameer Kanal, Candace Avalos and Tiffany Koyama Lane.
Supporters say the plan relieves small businesses while asking the largest companies to carry more; business groups warn the surtax could raise the cost of operating in Portland. The proposal still faces committee and full-council votes, and rates and thresholds may change. (GSM, based on City of Portland releases at portland.gov)
