St. Louis Unveils Civil Service Modernization Package With Charter Amendment Headed to Voters in April 2027

ST. LOUIS, Missouri — St. Louis Mayor Cara Spencer and the Board of Aldermen on October 13 unveiled Proposition HR, a six-bill civil service modernization package that would affect the city's more than 4,000 employees.
At its core is a charter amendment headed to voters on April 6, 2027: it would replace Article XVIII of the charter, in place since 1941, rename the Department of Personnel as the Department of Human Resources, require the director to be chosen from the top three finishers in a competitive examination, and allow removal only for cause after a public hearing. Other details would move into ordinances and administrative rules so they can be adjusted over time.
Mayor Spencer said the system, largely unchanged since 1941, hampers hiring and personnel decisions across city government, and that modernization is a precondition for better city services. The bills now go through aldermanic committees; the charter amendment must pass the board before it can reach the ballot. (GSM, based on releases from the St. Louis Mayor's Office at stlouis-mo.gov)
