San Francisco Mayor Declares Local Emergency to Prepare for El Niño Storms

Friday, October 23, 2026 · City · GSM News

San Francisco Mayor Daniel Lurie declared a local emergency on October 23 to speed the city's preparations for severe storms, flooding and high tides that El Niño could bring this winter.

The declaration streamlines procurement and contracting for departments including Public Works, the Public Utilities Commission (SFPUC), the Port, the Municipal Transportation Agency (SFMTA), the Recreation and Park Department, San Francisco International Airport and the Office of Contract Administration, allowing them to quickly obtain flood barriers, pumps and generators and to stock first-aid and shelter supplies. The city will operate under the Incident Command System, departments must cooperate with the Emergency Operations Center, and the mayor may reallocate funds as needed.

In a statement, Lurie said the time to prepare for a major storm is before it arrives. City Administrator Carmen Chu said being able to purchase what is needed, when it is needed, is essential to an effective response. Governor Gavin Newsom issued a statewide emergency proclamation for El Niño preparedness in September.
