Honolulu Sewer Bill Credit Applications Close at Month's End: Up to $240 a Year for Eligible Oʻahu Households

The City and County of Honolulu's Department of Environmental Services (ENV) is reminding residents that applications for the Honolulu CARES sewer bill credit close at the end of the month, with mailed applications accepted if postmarked by October 31. Eligible Oʻahu residential sewer customers can receive a credit of up to $240 per household per year.
Eligibility is limited to households earning below 80 percent of the area median income. ENV Director Roger Babcock said the program is intended to ease the cost of essential city services for families who need help.
Since May, the program has received 2,742 applications, approved 1,886 of them and issued more than $442,880 in credits, according to the department.
Application forms are available at Satellite City Halls and public libraries, or can be printed from the city website. Online submission is not accepted, and applicants must include a recent sewer bill and their 2025 tax return.
