Missouri Attorney General Announces Halloween Rules for Registered Sex Offenders: Stay-Home Requirement on Oct. 31; Registry Public Year-Round

Missouri Attorney General Catherine Hanaway's office announced ahead of Halloween the legal restrictions that apply to registered sex offenders in the state and the public's options for checking the registry. Under Section 589.426 of Missouri law, registered sex offenders must remain inside their homes between 5 p.m. and 10:30 p.m. on Oct. 31 unless they are at work or responding to an emergency, must turn off outdoor residential lighting, and must post a sign stating there is no candy or treats at the residence; a previous requirement governing signage and lights was struck down by a court in Sanderson v. Bailey, and the attorney general's office outlined the current rules accordingly. The Missouri sex offender registry is public information that can be searched year-round by name, address or ZIP code, and reports can be filed with the registry enforcement unit. The announcement, issued Oct. 23 and updated Oct. 24, is part of the attorney general office's regular pre-Halloween public information releases.
