Montana Senate GOP Leader Backs Governor's Flat Tax Plan: Single 4.7% Rate Eyed for 2027 Session

Montana Senate President Matt Regier has requested drafting of a bill to "reduce the Montana income tax rate," backing Governor Greg Gianforte's push for a single 4.7 percent income tax rate in the 2027 legislative session, the governor's final term. Montana currently has two brackets: 4.7 percent on income up to $65,000 for single filers and $130,000 for joint filers, and 5.4 percent above that.

A state Department of Revenue report last month estimated that a flat rate implemented in 2028 would cut revenue by about $130 million a year, with only modest growth from 2029. Helena state senator Mary Ann Dunwell criticized the plan as highly regressive and pointed to funding shortages in public health and public services. Montana is one of only four states with no sales tax, making income tax reform especially consequential for its fiscal structure. Governor Gianforte calls a single rate "the best policy."
