Delaware House Bill 450 Draws Sussex County Attention as Permitting Accelerator Raises Traffic and Density Questions

Sunday, October 25, 2026 · States · GSM News

Delaware media reported on October 25 on the attention House Bill 450 is drawing in Sussex County. The bill, formally the Reforming Opportunities and Accelerated Development for Delaware Act (ROAD Act), was sponsored by Dover Representative William Bush and co-sponsored in Sussex County by Representatives Claire Snyder-Hall and Tim Hilovsky. It builds on the JobsFirst Permitting Accelerator that Governor Meyer created by executive order in February, aiming to reform permitting policies and processes accumulated over decades.

The governor's office says the accelerator is meant to help affordable and workforce housing, sustainable energy, broadband access, and public water and wastewater projects move forward, but it does not replace county or municipal approvals or override local decisions or pending litigation. Fifteen projects statewide have been accepted into the accelerator so far.

Sussex County residents are focused on whether faster permitting will change local traffic conditions and development density. The governor's spokesman stresses that acceptance into the accelerator is not project approval and that all required approvals still apply, while supporters say faster permitting will ease housing and infrastructure shortages.
