Massachusetts Gun Registration Rules Take Effect October 28; November 3 Ballot Question 9 Will Decide Fate of 2024 Gun Law

Sunday, October 25, 2026 · States · GSM News

Massachusetts' gun registration requirements become mandatory on October 28. Guidance published on October 25 by a state firearms services resource explains that the date is the compliance deadline set under current rules — it does not mean every firearm must be newly registered. The key question is which guns already have compliant dealer records on file. Registration, licensing and serialization are separate matters and should not be confused.

At the same time, voters will decide Question 9 on the November 3 election ballot, which asks whether to keep the gun law passed in 2024. According to the Secretary of the Commonwealth's election guidance, a repeal approved by voters would take effect only after the results are certified, so the November 3 vote itself will not suspend the current registration requirements that day. The law in question is Chapter 135 of the Acts of 2024; its Sections 157 and 158 set different compliance timelines for the registration and serialization systems.

State guidance reminds gun owners and dealers to check compliance status against serial numbers and existing dealer records before October 28, to avoid conflating the registration, licensing and serialization processes, and to avoid assuming that election day is a deadline for — or a pause in — the current requirements. With one week to go before the election, registration compliance and the referendum result will land in quick succession, and gun owners will need to treat the two dates separately.
