Education Secretary Praises Arizona State University as Arizona Becomes Seventh State Approved for Workforce Pell

Monday, October 26, 2026 · States · GSM News

TEMPE, Ariz. — U.S. Secretary of Education Linda McMahon, in a speech at Arizona State University, praised the university for its modest tuition increases and transparency, holding it up as a model for colleges nationwide. In the speech she described the Workforce Pell program created by the One Big Beautiful Bill Act, which supports short-term job training and has shattered the old notion that opportunity exists only within a traditional four-year degree path.

McMahon announced that Arizona has become the seventh state to receive Workforce Pell approval, and that students at Pima Medical Institute can now use Pell dollars to enroll in phlebotomy technician programs. She also described a new earnings test calculated program by program: if a program's graduates do not earn more than high school graduates, the institution will face financial penalties.

McMahon said universities can no longer simply raise prices at will and must reassess their programs, cut costs and deliver real value. The Trump administration champions excellence in every form, she said — for some, a traditional college degree; for others, an online program, military service, community college or workforce training.
