Maryland Announces Over $23 Million in Financing for Perry Point Veterans Village Phase Two on October 26, Adding 77 Homes

Governor Wes Moore announced on October 26 that the Maryland Department of Housing and Community Development (DHCD) has closed financing for the second phase of HELP Perry Point Veterans Village in Perryville. The department will administer more than $23 million to support the construction of 77 additional housing units for veterans and their families experiencing or at risk of chronic homelessness. The expansion will more than double the community's existing housing capacity.
Funding includes federal Low-Income Housing Tax Credit equity, resources from the HOME Investment Partnerships American Rescue Plan Program (HOME-ARP), and bond financing. The department also provided funding to support energy-efficiency measures, and the development will rely primarily on solar power. "Housing is a human right. No one in Maryland should have to experience homelessness, especially our veterans who sacrificed for this country," said DHCD Secretary Jake Day.
Located on the 400-acre Perry Point VA Medical Center campus in Cecil County, the community provides residents with access to VA health care and supportive services, including case management, life skills training and mental health treatment, and is served by public transportation. HELP Perry Point Veterans Village opened in 2018 and is sponsored by HELP USA, a national nonprofit focused on homelessness prevention, supportive services and affordable housing; its affiliate, HELP Development Corporation, will serve as the lead developer for the second phase.
