Wyoming's $1.1 Billion Laramie Range Wind Project Wins State Permit on October 26 Northwest of Cheyenne: 139 Turbines With 26 Conditions

Wyoming's Industrial Siting Council signed the state permit on October 26 for the $1.1 billion Laramie Range Wind Project, though one residential setback condition could change the layout of the turbines. The project, developed by ConnectGen Laramie County, a Repsol affiliate, will build 139 turbines on Farthing Ranch and adjacent state land about 20 miles northwest of Cheyenne, covering 41,220 acres, with a full capacity of 650 megawatts, enough to power roughly 200,000 Wyoming homes. The power will connect to the existing 345-kilovolt Ault-to-Laramie River transmission line and into the Tri-State transmission system.

The permit carries 26 conditions, 18 of them standard conditions for all wind facilities and 8 specific to this site. The most contentious is a residential setback condition: a 2.5-mile buffer that originally applied only to one neighboring ranch was expanded to all residences around the project. The developer has therefore withdrawn its county application and is revising its siting plan, saying the change will not make the project unworkable but will require a formal amendment application and public notice.

The Laramie County Commission voted 3-1 in September 2025 to reject the original design of 170 turbines on 56,000 acres; the state permit does not overturn the local decision, and the county process must restart. The project is planned to begin construction by the fourth quarter of 2027 at the latest, over a 24-month build, with both phases in operation by the end of 2029.
