DHS Details Five ICE Arrests in Michigan, Citing Armed Robbery and Identity Theft Records

The U.S. Department of Homeland Security (DHS) on October 26 highlighted five recent arrests by U.S. Immigration and Customs Enforcement (ICE) in Grand Rapids and Detroit, Michigan, saying the five people arrested have criminal histories that include an armed robbery arrest record and an identity theft conviction; two of them already had final orders of removal from immigration judges.
Amilcar Jose Suarez Barreto, from Venezuela, was arrested in Grand Rapids on October 12. DHS said his arrest record includes felony armed robbery, four counts of assault, four counts of trespassing, two counts of property damage, felony possession of a weapon, shoplifting, larceny, resisting an officer and obstructing justice. He entered the United States illegally through Texas in July 2023, and an immigration judge issued a final order of removal on January 27, 2025.
Sarah Jane Hulbert, from the Philippines, was arrested in Detroit on October 16. DHS said she has convictions for aggravated identity theft of $10,000 to $100,000 against a person aged 60 or older and for domestic violence, along with arrests for drunken driving, intimidation, forgery and harassment. She was lawfully admitted in August 2004 and became inadmissible after her convictions, according to the department.
Kelvin Ramon Castillo Rodriguez, from Venezuela, was arrested in Detroit on October 18; DHS listed an arrest for assault and said he entered the country illegally near Hidalgo, Texas, in April 2023. Elmer Domingo Lopez Tomas, from Guatemala, was arrested in Detroit the same day; DHS listed an arrest for a felony weapons offense and said he failed to depart after a lawful admission in March 2025, when his authorized stay ended in July 2025.
Anderson Jesus Rosales Ramos, from Venezuela, was arrested in Grand Rapids on October 16; DHS listed an arrest for second-degree retail fraud, and a final order of removal was issued in his case on January 19, 2024. "At DHS, we will always enforce the law and protect the American people," Homeland Security Secretary Markwayne Mullin said in the statement, which described the five as among the "worst" illegal aliens arrested in Michigan.
