DOJ Charges Construction Company Owner Arthur Nelson and Three Others in Tax and Financial Fraud Schemes

Monday, October 26, 2026 · Federal · GSM News

The U.S. Department of Justice on October 26 unsealed an indictment charging a construction company owner and employees — four men in total — with wide-ranging tax and financial fraud schemes. The defendants are Arthur Nelson, of Staten Island, New York, and Sunny Isles Beach, Florida; Joseph Free, of Staten Island; Paul Vasquez, of Englishtown, New Jersey; and Ulysses Jude Devocion, of Queens County, New York.

The indictment charges the four with various crimes, including conspiring to defraud the IRS, tax evasion, willfully failing to withhold and pay over employment taxes, failing to file income tax returns, helping to file false corporate tax returns, interfering with the administration of the internal revenue laws, conspiracy to commit wire fraud, failure to file reports of foreign bank accounts, and obstruction of justice.

An indictment is merely an allegation, and all four defendants are presumed innocent until proven guilty in court.
