Houston Keeps 2026 Property Tax Rate Flat at $0.519190 per $100 Valuation

The City of Houston, in Harris County, Texas, has set its 2026 tax-year property tax rate at $0.519190 per $100 of valuation, unchanged from the prior year's total rate, according to the city's official tax notice. The rate is below the no-new-revenue tax rate of $0.541650 and below the voter-approval tax rate of $0.584593, so the city is not proposing to increase property taxes and is not required to hold an election to seek voter approval. The City Council held a public meeting and voted on the proposed rate on October 14 at 9 a.m. at City Hall, 901 Bagby.
The notice records Mayor John Whitmire and Council Members Amy Peck, Joe Panzarella, Carolyn Evans-Shabazz, Tiffany D. Thomas, Mary Nan Huffman, Mario Castillo, Joaquin Martinez, Edward Pollard, Martha Castex-Tatum, Julian Ramirez, Willie Davis, Alejandra Salinas and Sallie Alcorn voting for the rate, with no votes against; Council Members Tarsha Jackson, Fred Flickinger and Twila Carter were absent.
A flat rate does not mean flat bills. The city's comparison table shows the average residence homestead's taxable value rising from $341,336 to $348,808, an increase of $7,472 or 2.19%, lifting the tax on the average homestead from $1,772.18 to $1,810.97, an increase of $38.79. The total tax levy on all properties is expected to rise from about $1.432 billion to about $1.440 billion, an increase of about $7.62 million or 0.53%.
