DHS Lists 20 Criminal Aliens Removed to Third Countries After Their Home Countries Would Not Take Them Back

Tuesday, October 27, 2026 · Federal · GSM News

WASHINGTON — The U.S. Department of Homeland Security (DHS) released a statement on October 27 listing 20 illegal aliens removed from the United States under third-country agreements, after their home countries would not take them back. The convictions cited include murder, rape, sexual offenses against children and drug trafficking.

Homeland Security Secretary Markwayne Mullin said the third-country agreements have allowed the United States to remove criminal aliens so dangerous that even their home countries refused them, and that illegal aliens ordered removed by a judge can no longer avoid deportation simply because DHS had nowhere to send them. He said the Trump Administration will never apologize for putting the American people first and deporting dangerous criminals.

According to DHS, those removed on May 20, 2025 include Jesus Munoz-Gutierrez of Mexico, a gang member convicted of second-degree murder in Florida; Jose Manuel Rodriguez-Quinones of Cuba, convicted of first-degree murder, cocaine trafficking and arson in Florida; Enrique Arias Hierro of Cuba, convicted of attempted murder, armed robbery and kidnapping in Florida; Thongxay Nilakout of Laos, convicted of first-degree murder in California; and Tuan Thanh Phan of Vietnam, convicted of first-degree murder in Washington.

Those removed on July 14, 2025 include Roberto Mosquera-Del Peral of Cuba, a gang member convicted of first-degree premeditated murder in Florida; Orville Isaac Etoria of Jamaica, convicted of murder and armed robbery in New York; Phone Chomsavanh of Laos, convicted of second-degree murder and drug trafficking in Tennessee; Dung Tien Nguyen of Vietnam, convicted of a lewd act with a child under 16 and second-degree rape in Oklahoma; and Kassim Saleh Wasil of Yemen, convicted of second-degree murder in Michigan.

Those removed on August 15, 2025 include Jhanmay Molina Perez, Yosmel Luis Palomino Galan and Eugenio Douquesne-Millet of Cuba; Luis Vieira Andrade of Cape Verde, convicted of rape of a child in Massachusetts; Phetnakhone Sisounthone of Laos; Foday Philip Kanu of Sierra Leone; and Zakaria Farah Abdi of Somalia. The list also includes Kawsu Sillah of Gambia and Prince David Nwabueze of Italy, removed on September 5, 2025, and Pheap Rom of Cambodia, convicted of murder in Pennsylvania and removed on October 4, 2025.
