DOE Offers Constellation Conditional Loan Commitment of Up to $5 Billion to Expand Nuclear Output at Eight Plants

Tuesday, October 27, 2026 · Federal · GSM News

Constellation announced in Baltimore on October 27 that it has received a conditional loan commitment of up to $5 billion from the U.S. Department of Energy's Office of Energy Dominance Financing to support nuclear uprates across eight of its facilities, accelerating projects that produce more reliable, around-the-clock power from existing nuclear plants as energy demand grows.

The commitment would be available for potential uprates at six Illinois clean energy centers — Braidwood, Byron, Clinton, Dresden, LaSalle and Quad Cities — plus Calvert Cliffs in Maryland and Limerick in Pennsylvania. U.S. Secretary of Energy Chris Wright said the Energy Department is accelerating the American nuclear renaissance and unlocking the full potential of the nation's nuclear fleet, and that uprates maximizing generation from existing facilities are another example of the administration's energy addition policies. The commitment reflects the goal of DOE's UPRISE program: bringing the public and private sectors together to maximize electricity production from America's existing nuclear fleet.

Constellation Chairman, President and CEO Joe Dominguez said the company's 20-year agreements with Google and Amazon have incentivized more than $7 billion in investment to add approximately 1,080 megawatts of nuclear capacity, and that an agreement with Meta supports a 30-megawatt expansion at the Clinton Clean Energy Center in Illinois. He said the conditional loan commitment could lower financing costs and help deliver additional nuclear capacity at greater scale, noting that uprates are among the fastest and most cost-effective ways to add dependable power without building entirely new generation facilities or transmission corridors.

Constellation noted the conditional commitment remains subject to due diligence, negotiation of definitive financing documents and satisfaction of applicable conditions, and does not by itself represent a final decision to proceed with any individual uprate. If finalized, the company will continue working with DOE, customers, regulators and local stakeholders to advance individual projects. Constellation is the nation's largest producer of emissions-free nuclear energy, with 55 gigawatts of generating capacity across its fleet.
