Boston Mayor Michelle Wu Unveils Restaurant Fast-Track Plan on Oct. 27 in Suffolk County, Massachusetts: Takeout Alone Would No Longer Trigger Extra Zoning Review

On October 27, 2026, Boston Mayor Michelle Wu, the city's Chinese American mayor, pledged a series of zoning code adjustments to streamline the process of opening a restaurant in Boston, Suffolk County, Massachusetts; the news was reported on October 29. Speaking at a press conference at Marabou Cafe, a Haitian restaurant in Mattapan Square, Wu said that after all the work of raising money, finding a location, picking the perfect menu and building the ambiance, the last thing an entrepreneur needs is to get tripped up by permitting. Under the proposal, an existing restaurant that changes owners would no longer trigger additional zoning review solely because it provides takeout; under current rules, even if a new owner's operations remain unchanged, providing takeout can start a review process that can take four months or longer, during which the new owner may have to pay rent before opening. The change could cut the time for such restaurants to open to as little as two weeks. The plan would also allow more restaurants to operate "by right" in commercial and mixed-use districts, meaning without special zoning approval. According to The Boston Globe, Boston's restaurant industry generates billions of dollars in revenue for the city. The changes still require approval by the Boston Planning and Development Agency board and review by the city Zoning Commission. Wu noted that Marabou Cafe received its liquor license only this year, after the state instituted 225 new liquor licenses in 2025, showing that the permitting process still has room for improvement.
