NYC Government Efficiency Commission Releases Five Charter Ballot Proposals, Votes October 27

The Commission on Government Efficiency (COGE), the 2026 New York Charter Review Commission established by Mayor Zohran Mamdani of New York City, in New York County, New York, released five final ballot proposals and its final report on October 27, proposing to amend outdated, unnecessary and redundant requirements in the City Charter to make city government work better and faster. COGE members were scheduled to vote on adopting the final report and proposals that evening at 5 p.m. in Manhattan.

The mayor's office said the proposals aim to speed up permits and contracts, save small businesses money, accelerate housing and street safety work and strengthen fiscal responsibility, and that the city is also adopting a set of internal agency reforms COGE recommended. The commission stressed that speed cannot come at the cost of labor standards, safety or quality, and that real efficiencies come from listening to the expertise of the workforce.

Small business owners and advocates quickly praised the package. Juliet and Justine Masters, co-owners of The Edge Harlem, said the outdoor dining proposals would reduce costs and reclaim valuable time by streamlining paperwork, eliminating unnecessary fines and simplifying complex regulatory requirements. Aaron Kinnari, founder of the Future Forum, praised the first-ever contribution targets for the city's rainy day fund, saying good years should automatically build a cushion for bad years rather than relying on hope.

COGE's work followed 10 public hearings across the five boroughs attended by 1,220 New Yorkers, with 264 live testimonies and 603 pieces of written testimony. If adopted by the commission, the proposals advance through the charter revision process to a decision by voters at referendum.
