New York City Launches SNAP and Medicaid Resource Page as Federal Work Rules Put Some 900,000 at Risk of Losing Coverage

Wednesday, October 28, 2026 · City · GSM News

New York City Mayor Zohran Kwame Mamdani on October 27 launched a new SNAP and Medicaid Resources webpage (NYC.gov/workrules) to help New Yorkers navigate new federal work requirements, determine whether they qualify for exemptions, and maintain the food assistance and health care they rely on. The city says new federal Medicaid work requirements and documentation rules taking effect January 1, 2027 could put approximately 900,000 New Yorkers at risk of losing health coverage.

By answering questions about age, work status, education and other circumstances, users can learn whether they may be subject to the requirements, qualify for an exemption, or need to take additional steps to remain eligible. The page also links to SNAP and Medicaid hotlines, food banks, job boards, approved volunteer opportunities and NYC Care; residents who have lost benefits or do not qualify can find low- and no-cost care through NYC Health + Hospitals' NYC Care program and locate food assistance nearby.

"Health care and nutritious food are basic necessities that must be affordable and accessible to everyone," Mayor Mamdani said. "While the federal government makes it harder for New Yorkers to put food on the table and get the health care they need, our administration is helping people keep the benefits they rely on." Deputy Mayor for Health and Human Services Dr. Helen Arteaga said millions of New Yorkers rely on Medicaid and SNAP and the federal government should make benefits easier, not harder, to receive. Department of Social Services Commissioner Erin Dalton said the citywide effort has kept more than 220,000 New Yorkers from losing SNAP under the new rules and will keep helping those who lost benefits re-enroll. NYC Health + Hospitals President and CEO Dr. Mitchell Katz urged residents worried about coverage to call 1-844-NYC-4NYC, where financial counselors can help with enrollment, renewal or NYC Care.

The city notes that expanded federal SNAP work requirements for able-bodied adults without dependents took effect March 1, 2026, and that many previously exempt New Yorkers must now meet them to keep benefits. The administration's citywide response has included 10,000 doors knocked and 40,000 person-to-person phone calls by the Mayor's Public Engagement Unit, partnerships with more than 100 community organizations, webinars for more than 6,500 partners, nearly 50 training sessions and more than 40 pop-up events; last week the mayor launched the Health and Affordability Resource Team (HART) to help residents navigate the changes. The city says its efforts have reduced the number of people projected to lose food assistance by 65%, and that more than 98% of eligible SNAP recipients maintained access to food assistance.
