Portland Mayor Wilson Unveils 'Safe and Livable Portland' Agenda Built on Citywide Coordination

Wednesday, October 28, 2026 · City · GSM News

Portland Mayor Keith Wilson, in Portland, Multnomah County, Oregon, unveiled his 'Safe and Livable Portland' agenda on October 22, proposing to advance homelessness response, public safety, economic development and city services through unified coordination across City Hall rather than bureau-by-bureau efforts. The mayor's office called it the formal framework for Wilson's administration.

Homelessness leads the agenda: the city will keep expanding overnight shelter and daytime services capacity, and run shelter, housing placement and behavioral health services inside one coordinated system so people are not bounced between agencies. On public safety, the agenda pairs the police bureau with alternative response programs, diverting calls better handled by non-police responders so officers can concentrate on violent and property crime.

On the economy and services, the agenda proposes faster permitting, support for small business openings and recovery of neighborhood business corridors, and puts park maintenance, street and sidewalk repair and other basics on a measurable delivery list. Wilson said Portlanders' expectations are not complicated: clean and safe streets, people sleeping outside brought indoors, and businesses able to open and operate, delivered through one coordinated system.

Portland has operated under a new form of government since 2025, with the mayor as chief executive over the bureaus and the Council focused on legislation and the budget. The mayor's office said progress on the agenda will be reported quarterly, and the Council will weigh the funding requests in budget deliberations.
