Delaware's Department of Natural Resources and Environmental Control issued a notice on October 28 that it will hold a public hearing at 6 p.m. on December 1, 2026, to take comment on its revised proposed solid waste regulations, with the comment period closing on December 16.

The proposal concerns Title 7, Section 1301 of the Delaware Administrative Code, the state's solid waste management regulations, under docket number 2025-R-WHS-0016, handled by the department's Division of Waste and Hazardous Substances. The original proposed revisions were published in the Delaware Register of Regulations in December 2025 and heard on January 6, 2026; based on public comments received, the department determined revisions to the proposal were necessary, and this hearing will focus on those changes.

The revisions include general updates to format, wording, style and punctuation; additions, deletions, updates and reorganization of definitions; realignment of application submission requirements among activity types; and clarification of language applying to municipal and industrial waste landfills, resource recovery facilities and transfer stations, as well as clarified and updated requirements for solid waste transporters, infectious waste facilities, composting facilities and recycling facilities.

The revised proposal will be available online starting November 1, 2026, and can also be reviewed in person by appointment. The contact is Alison Kilizerek, at 302-739-9403.
